How do the two steps work?
You buy an account size and start Step 1. When you have made 5% of the account size and met the minimum activity without breaching a rule, Step 1 is passed and Step 2 begins. Step 2 has the same target, the same limits and the same minimum activity. Pass it and the funded account opens.
The rules page words the target as "5% of the account size in each step". It is measured on the size you bought, so on a €100,000 account each step's target is €5,000.
The minimum activity also applies per step: "Trading days and closed trades required in a step before it can be passed." A trading day, as the rules page defines it, is a distinct UTC calendar day on which a trade was closed or a position was open. Hitting the target on day two does not pass the step; you still need the fifth trading day and the fifth closed trade. The rule is covered in five trading days and five trades.
What are the limits while you evaluate?

Every other rule on the trading rules page applies during both steps as well: the 10-minute stop-loss grace, no holding past 22:00 UTC, no opening or closing from 30 minutes before to 30 minutes after high-impact news for either currency of the symbol, no weekend holding, the lot limits and the prohibited strategies. The site says only the drawdown limits are wider while you evaluate.
The daily limit counts floating losses as well as closed trades. A position that is down counts against the day while it is open. The mechanics are in the daily drawdown rule.
A worked example on €100,000
The fee is €450, paid once at checkout.
Step 1: the target is €5,000. On any one trading day you may not lose more than €5,000, closed and floating together. Overall, the drawdown may not exceed €12,000, measured from the account's peak equity. When equity makes a new high, the floor moves up with it and stays €12,000 below that high. You need at least 5 trading days and 5 closed trades.
Step 2: the same numbers again. €5,000 target, €5,000 daily limit, €12,000 overall, 5 trading days, 5 closed trades.
After Step 2 the account is funded, and the limits tighten: 3% daily is €3,000, 6% overall is €6,000, trailed from peak equity. A payout needs at least 10% profit of the account size, €10,000, plus the other payout conditions.
Notice that on this program the daily loss limit equals one step's target in euro. One day at the limit costs as much as a full step earns, and then the account fails, because a breach ends the account with no warning.

The restart column is half the full fee for the size, which is how the rules page prices it.
What if a step ends in a breach?
It depends on which step. The rules say: "If the first step of any program ends, by a breach or by inactivity, you can restart that same account once for half the full fee for its size." On the 2-Step that covers Step 1. The site gives no restart for Step 2, so a breach or an inactivity failure there ends the account and the option left is buying a new one.
